5G Network Slicing & the elephant in the room – Net Neutrality

Understanding Net Neutrality

Net Neutrality, a term introduced by Columbia University media law professor Tim Wu in 2003 (Network Neutrality, Broadband Discrimination), stands for the principle that all internet traffic should be treated equally. This concept dictates that internet service providers (ISPs) should not discriminate or charge differently based on the user, content, website, application, or service. The essence of net neutrality is to ensure a level playing field online, where no single entity has undue advantage over others.

5G Network Slicing vs Net Neutrality

5G Network Slicing represents a technological advancement where a communication network is partitioned to allocate specific resources for particular users or services. This capability allows for the prioritization of certain workloads, offering a guaranteed level of service that can significantly enhance customer experiences and open new avenues for monetization for Communication Service Providers (CSPs). However, this raises an important question: Does prioritizing traffic for certain users violate the principles of net neutrality?

The UK’s Office of Communications (Ofcom), in its statement from October 2023, clarifies this dilemma. Ofcom underscores the importance of maintaining an ‘open internet’ where users have control over their online experiences, free from undue influence by broadband or mobile providers. While the net neutrality rules aim to ensure equal treatment of traffic, Ofcom’s guidance also acknowledges the potential benefits of offering premium quality retail packages. These packages, designed to meet the needs of users requiring high-quality services for applications like cloud gaming or live streaming, must be offered transparently, ensuring customers are well-informed about the services they purchase.

Clarifying the Net Neutrality Debate with 5G Slicing

The crux of the net neutrality debate in the context of 5G slicing revolves around the non-preferential treatment of content or services. Ofcom’s stance is clear: CSPs should not give undue advantage to certain services or applications over others, such as prioritizing Microsoft Teams over Zoom or Netflix over Disney+. The discussion often centers on the use of technology like UE Route Selection Policy (URSP), which can direct application traffic to a premium network slice, potentially conflicting with net neutrality principles.

Strategies for Aligning 5G Slicing with Net Neutrality

To navigate the net neutrality conundrum, several strategies can be adopted:

  • Universal Premium Slicing: Transfer all mobile data for a user to a premium slice without prioritizing specific content or applications, ensuring equal treatment across services.
  • Category-Based Slicing: Allocate mobile data of similar applications to a premium slice, avoiding competition between different types of services (e.g., streaming vs. conferencing).
  • Consumer Choice: Empower consumers to select the type of applications they prefer (e.g., video streaming, cloud gaming) rather than specific applications, tailoring the service to their needs.
  • Open Access to Premium Services: Offer all consumers the opportunity to opt into premium slices if they seek differentiated and prioritized quality of service for their specific requirements.

Conclusion: A Path Forward

For CSPs to successfully offer premium products based on 5G network slicing without violating net neutrality principles, a consumer-centric approach is essential. By allowing consumers to choose when they want premium service and for what types of usage, CSPs can tailor their offerings to meet specific quality of service demands without prioritizing one content provider over another. This balanced approach ensures that the revolutionary potential of 5G network slicing can be harnessed in a way that respects and upholds the foundational principles of net neutrality.
